Privacy Policy

Effective Date: July 8, 2026  ·  Last Updated: July 8, 2026

This Privacy Policy explains how DCN (“DCN,” “we,” “us,” or “our”), operated by DCN Cooperative Network of PA, collects, uses, protects, discloses, and retains personal information in connection with the website located at https://dcnmain.com and the related secure portal and services through which contractors and clients access earnings, settlement, tax (1099), and account information (collectively, the “Services”). Please read it carefully. By accessing or using the Services, you acknowledge that you have read and understood this Privacy Policy.

1. Introduction & Scope

DCN provides a secure online portal and supporting services that allow contractors, clients, and authorized administrators to manage and access account information, earnings, deductions, settlement and payment records, tax documents (including IRS Form 1099 information), insurance and license records, and related information. Protecting the confidentiality, integrity, and availability of that information is central to how we operate.

This Privacy Policy applies to personal information we collect through the Services, whether you access them as a contractor, a client, an administrator, or a general visitor. It does not apply to third-party websites, applications, or services that we do not own or control, or to information handled by a client or employer under its own privacy practices. Where a client or other organization provides your information to us and directs how it is processed, that organization’s privacy notice may also apply to you.

2. Who We Are & How to Contact Us

The entity responsible for the personal information described in this Policy (the “data controller” for purposes of applicable data protection laws) is DCN Cooperative Network of PA, operating as DCN. You can reach us regarding privacy matters at:

3. Information We Collect

We collect personal information in three ways: information you (or an organization acting for you) provide to us directly, information we collect automatically when you use the Services, and information we receive from third parties. We limit our collection to what is reasonably necessary to provide, secure, and administer the Services and to meet our legal obligations.

3.1 Information You Provide to Us

Depending on your role and how you use the Services, this may include:

3.2 Information We Collect Automatically

When you access or use the Services, our servers and systems automatically record certain technical information, including your Internet Protocol (IP) address, device and browser type, operating system, referring and exit pages, the date and time of your requests, and server log data describing your interactions with the Services.

Why we store IP addresses. We collect and retain IP addresses and related connection and log data specifically for security — including authenticating access, detecting and preventing fraud, abuse, and unauthorized activity; for the detection, prevention, and mitigation of denial-of-service (DoS) and distributed denial-of-service (DDoS) attacks and other threats to the availability and integrity of our systems; and for debugging, diagnostics, and resolving technical problems with the Services. We treat this data as necessary to protect our users, our systems, and the confidentiality of the sensitive information we hold.

We do not use third-party analytics providers, advertising networks, cross-site tracking, or behavioral profiling technologies on the Services.

3.3 Information We Receive From Third Parties

We may receive information about you from:

4. How We Use Your Information

We use personal information for the following purposes:

5. Legal Bases for Processing (EEA, UK & Switzerland)

If you are located in the European Economic Area, the United Kingdom, or Switzerland, we process your personal information only where we have a valid legal basis to do so, which will be one or more of the following:

6. Cookies & Similar Technologies

We use only strictly necessary (essential) cookies and similar technologies required to operate the Services. These support functions such as maintaining your session and keeping you logged in, protecting against cross-site request forgery and other security threats, balancing server load, and remembering basic preferences.

We do not use cookies for advertising, cross-site tracking, or third-party behavioral analytics. Because essential cookies are necessary for the Services to function, disabling them in your browser may prevent you from logging in or using key features.

7. How & When We Share Information

We do not sell your personal information. DCN does not sell, rent, trade, or otherwise disclose your personal information to third parties for money or other valuable consideration, and does not share it for cross-context behavioral advertising. We have not done so in the preceding twelve (12) months and do not intend to.

We share personal information only as described below, and only as necessary:

8. How We Protect Your Information

We store and handle your data in a safe and secure manner and maintain administrative, technical, and physical safeguards designed to protect personal information against unauthorized access, use, alteration, disclosure, loss, or destruction. These safeguards include, as appropriate:

No method of transmission or storage is completely secure, and we cannot guarantee absolute security. In the event of a data breach affecting your personal information, we will notify affected individuals and regulators as required by applicable law. Please help protect your account by using a strong, unique password and keeping your credentials confidential.

9. Data Retention

We retain personal information for as long as necessary to provide the Services and for legitimate and essential business purposes, such as maintaining accurate financial and settlement records, complying with our tax, accounting, and other legal obligations (which, for tax and financial records, may require retention for a number of years), resolving disputes, and enforcing our agreements. Security and connection logs, including IP address data, are retained only as long as needed for the security, attack-mitigation, and debugging purposes described in Section 3.2, and are then deleted or de-identified. When personal information is no longer needed, we securely delete, destroy, or de-identify it.

10. Your Privacy Rights

10.1 Rights Available to All Users

Regardless of where you live, you may contact us to ask about the personal information we hold about you, to request corrections to inaccurate information, or to ask questions about this Policy. We will respond consistent with applicable law. Some information — particularly tax, financial, and settlement records — may be subject to legal retention requirements that limit our ability to delete it.

10.2 California Residents (CCPA / CPRA)

If you are a California resident, the California Consumer Privacy Act, as amended by the California Privacy Rights Act, provides you with the following rights:

The categories of personal information we collect are described in Section 3 (identifiers; financial and tax information; government identifiers such as SSN/EIN; professional, license, vehicle, and insurance information; internet/network activity such as IP address and logs; and communications). You may exercise these rights, including through an authorized agent, using the methods in Section 10.4. We will verify your request before responding.

10.3 EEA, UK & Swiss Residents (GDPR)

If you are located in the European Economic Area, the United Kingdom, or Switzerland, you have the following rights under the General Data Protection Regulation and equivalent laws:

10.4 How to Exercise Your Rights

To exercise any of the rights above, contact us at privacy@dcnmain.com. To protect your information, we may need to verify your identity before acting on a request, and we will respond within the timeframes required by applicable law.

11. International Data Transfers

We operate and store data in the United States. If you access the Services from outside the United States, you understand that your personal information may be transferred to, stored in, and processed in the United States, where data protection laws may differ from those in your jurisdiction. Where required, we implement appropriate safeguards for such transfers, such as Standard Contractual Clauses, and you may contact us for more information.

12. Children’s Privacy

The Services are intended for use by adults (18 years of age or older) in a business or professional capacity and are not directed to children. We do not knowingly collect personal information from children. If you believe a child has provided us with personal information, please contact us at privacy@dcnmain.com and we will take appropriate steps to delete it.

The Services may contain links to third-party websites or services that we do not operate or control. This Privacy Policy does not apply to those third parties, and we are not responsible for their content or privacy practices. We encourage you to review the privacy policies of any third-party sites you visit.

14. Notice Regarding Financial Information

Because the Services involve financial products and services, we may collect and maintain “nonpublic personal information” as that term is used in the Gramm-Leach-Bliley Act (GLBA), such as banking, payment, earnings, and tax information. We restrict access to this information to personnel and service providers who need it to provide the Services, and we maintain physical, electronic, and procedural safeguards designed to protect it, consistent with Section 8. We do not disclose nonpublic personal information about you except as described in this Policy or as permitted or required by law, and we do not sell it.

15. Changes to This Privacy Policy

We may update this Privacy Policy from time to time to reflect changes in our practices, technologies, legal requirements, or the Services. When we do, we will revise the “Last Updated” date above and, where the changes are material, provide additional notice as required by law. Your continued use of the Services after an update takes effect constitutes acceptance of the revised Policy.
